The most expensive destinations

When it comes to price leaders, the clear winner is the Altai Republic, where the average nightly rate tops about 21,000 RUB. Tver Oblast comes second with just over 15,000 RUB, and Moscow Oblast rounds out the top three at roughly 14,700 RUB per night.

Regions where prices exceed the national average by at least thirty percent include:

  • Crimea and Tuva – about 13,800 RUB;
  • Altai and Kamchatka Krais – respectively 13,700 RUB and 13,400 RUB;
  • Leningrad Oblast – also around 13,700 RUB.

It’s worth noting that even in traditional resort zones prices can vary. For example, Kaliningrad Oblast offers an average of 12,500 RUB, eight percent lower than a year ago, indicating that hotels are trying to keep tourists coming by cutting rates.

Where prices are the lowest

At the opposite end of the scale are regions where a night costs only a few thousand rubles. The cheapest is the Republic of Kalmykia, with an average of about 4,600 RUB. A touch higher, yet still budget‑friendly, is Zabaykalsky Krai at roughly 4,800 RUB.

Next come Orenburg, Omsk, Saratov, Tomsk and Amur Oblasts, plus the Khanty‑Mansi Autonomous Okrug – there prices range from five to six thousand rubles per room.

Unexpected differences within the same segment

One of the most striking findings is the wide gap in prices for the same star rating. A 4‑5‑star hotel in Smolensk Oblast averages about 6,900 RUB, almost half the national average of 14,700 RUB.

In Kaluga, Volgograd and Voronezh Oblasts, the same class runs about 8,700 RUB – still noticeably cheaper than the countrywide average.

The cheapest 2‑star option appears in Ryazan Oblast, where the average night is around 3,800 RUB. Similar offers exist in Komi, Vologda and Kirov Oblasts, with prices up to about 4,500 RUB. Interestingly, even in the capital a budget 2‑star hotel costs roughly the same, making Moscow’s market more competitive than it first appears.

Premium stays in popular tourist regions

If you’re planning a luxury break, be ready for high rates in five‑star hotels. In Crimea the average nightly price reaches about 26,300 RUB, while in the Altai Republic it climbs to roughly 32,000 RUB.

In Krasnodar Krai a five‑star stay costs about 19,300 RUB, two percent higher than a year ago. Altai Krai sees similar figures – around 19,400 RUB, Stavropol Krai about 17,900 RUB, and Karelia roughly 16,000 RUB.

A curious paradox shows up in Moscow: a five‑star hotel in the capital runs about 10,400 RUB, below the national average. Yet in the Moscow region the same level costs nearly 20,000 RUB, indicating that suburban premium hotels are often pricier than their city counterparts.

What to consider when choosing

  • Seasonality: prices can swing with demand, but TravelLine’s figures reflect the current summer period.
  • Star rating: in some regions even mid‑range hotels are considerably cheaper than elsewhere, where the same categories sit above average.
